Nude recreation emerged in the 1960s. The first nudist beach in the Netherlands was created after two Amsterdam nudists were fined in 1971 for a trial process on the beach of Callantsoog. The lawsuit ultimately led to an acquittal on appeal, because the judge did not find it in violation of the indecency of the criminal code. The ruling led to an increase in nudist recreation and in 1973 the city council opened a 400 meter long beach as the first nudist beach in the Netherlands. Several municipalities followed and in May 1975 Prime Minister Van Agt also decided that unclothed recreation is not a violation of indecency.
Nude recreation is not only allowed on nudist beaches, but also outside the designated area.
