The development of the system began in 1958. It was the first mobile anti-aircraft missile set introduced into the armament of the Soviet army. However, due to problems with the design of the second-stage thrust motor, this did not occur until 1967, and full operational status was achieved two years later. The Czechoslovak Army came into service in the mid-1970s.
